The District encourages the early, informal resolution of concerns at the site level whenever possible. Parents or guardians of students in the Newark Unified School District are urged to discuss their concerns directly with the school site employee in question. Please refer to the following steps and flowchart (in English) or flowchart (in Spanish)
- Please contact the school site classroom teacher or principal regarding the issue.
- If there is no resolution at the site level, please contact the Executive Director of Human Resources.
- If there is no resolution after speaking with the Executive Director of Human Resources, you may choose to file a formal complaint.

TITLE IX COMPLAINT
As provided for under Title IX, students and parents or guardians have the right to file a formal complaint of sexual harassment or gender-based discrimination at school. The Uniform Complaint form is used to initiate the official process established for addressing such complaints.
COMPLAINTS CONCERNING DISTRICT EMPLOYEES
Every effort should be made to resolve a complaint informally at the site or program level. The District encourages the early, informal resolution of complaints at the site level whenever possible. Parents or guardians of students are urged to discuss their concerns directly with the employee in question.
If the complaint is not resolved at that level, the complainant may refer the complaint as follows. All complaints related to district personnel other than administrators shall be submitted in writing to the principal or immediate supervisor. Complaints related to a principal or district office administrator shall be initially filed in writing with the Executive Director, Human Resources, or designee who will determine an appropriate investigator. Complaints related to a Board member or to the Superintendent shall be initially filed in writing with the Board.
