Cathreene Ingham-Watters, Executive Director of Human Resources
Cathreene Ingham-Watters brings 22 years of experience and dedication to the Newark Unified community. She has worked as a teacher and principal prior to becoming Executive Director in Human Resources. Ingham-Watters holds multiple credentials, including her Administrative Credential and Masters Degree from Cal State East Bay. She is a product of Newark schools, a parent of a NUSD student, and a community member.
The Executive Director of Human Resources guides the hiring and retention of highly qualified staff, oversees evaluation, and is the Compliance Officer for the District. Ingham-Watters serves as lead negotiator with labor groups and works collaboratively with leadership on labor relations. In addition, the Executive Director ensures compliance with mandatory trainings, Education Code, and Board Policies as they relate to Personnel matters.
Laura Johnson, Administrative Assistant
Oversees and coordinates all generalized Human Resource Office functions; serves as Executive Director’s primary assistant; prepares Board recommendations; coordinates all management interviews; manages applicant files.
Julie Radcliffe, Certificated HR Manager
Oversees office functions relating to certificated employees: personnel tracking; fingerprinting and tuberculin testing; salary placement, advancement and professional growth; evaluation cycles; credential monitoring and renewal; new employee processing; personnel files; CBEDS/CSIS Coordinator; coaches.
Debbie Romero, (Interim) Classified HR Manager
Oversees office functions relating to classified employees: personnel tracking; fingerprinting and tuberculin testing; salary placement, advancement and professional growth; classification / reclassification; evaluation cycles; new employee processing; personnel files; workers compensation administration; coordinates all classified interviews.
Laily Haidarian, Substitute Placement Clerk
Coordinates placement of certificated and classified substitute employees; tracks employee attendance, including leaves and absences; manages Subfinder system.
